Looking for an office in Belgrade for 45 people

In accordance with its mandate, The Office for Democratic Institutions and Human Rights of the Organization for Security and Co-operation in Europe (ODIHR OSCE) aims to deploy an Elections Observation Mission (EOM) to the Republic of Serbia for the upcoming Belgrade City Assembly elections scheduled in 2 June 2024.

We are looking for a dedicated office space for a min. of 45 persons from Friday, 26 April to Wednesday, 12 June 2024.

Layout: ·
- Combination of open space and separated offices/workstations for 45 persons with at least 4 separate rooms.
- All rooms are to be located adjacent to one another. ·
- The offices should be fully furnished with: o Office desks (each person) with drawers or separate drawers;
- Ergonomic rolling office chairs with armrests (each person); o Desk lamps with strong light; o Visitor/conference chairs (minimum one per room);
- Typical hotel/living/workroom furniture: cupboards, file cabinets, coat hangers, small coffee tables;
- Trash bins per each working space;
- Dedicated, separate office with the possibility of placing physical security at the entrance, e.g., if one floor/wing is offered, no other guests or tenants should be allowed at the floor or wing.
- Adequate provision shall be made to enable persons with disabilities to safely and independently access and use a building.
- Commercial office space insurance.
- Fully serviced and equipped kitchen or kitchenette with running water and electricity. Kettle and coffee maker in each room would be an asset.
- Toilet in each room or adequate amount of separate male and female toilets for up to 45 persons.
- Air conditioning with proper filtration of the entire office area. · Possibility to open windows for ventilation purposes in all rooms.
- An elevator if the premises are located on the 3rd floor of the building or higher; elevator for minimum of 6 persons
- Dedicated parking space in the close vicinity of the office for at least 3 (three) vehicles for the entire duration and 2 (two) additional vehicles for the period of 10 days closer to election day.
- The possibility of down/up scaling the office’s number of rooms should be included in the proposal.
- Storage room preferable on the same floor of minimum 15 m2 for the mission equipment


Dates and quantities of needed rooms are subject to the final confirmation and ODIHR keeps the right to postpone, update or cancel this procurement process at any moment.

If you express your interest to take part in this procurement process, we will schedule a site visit of the ODIHR representatives to your premises 22-33 April 2024.

Offices/premises which will pass technical evaluation of the proposed office space after the meeting with ODIHR representatives will have a chance to submit their final offer after receiving a Request for Quotation document.
